What Is the FMCSA Drug and Alcohol Clearinghouse?
The FMCSA Drug and Alcohol Clearinghouse is a secure online federal database maintained by the Federal Motor Carrier Safety Administration (FMCSA). It contains real-time records of drug and alcohol program violations committed by commercial driver's license (CDL) and commercial learner's permit (CLP) holders.
The Clearinghouse was established to prevent drivers who violate DOT drug and alcohol regulations from simply moving to a new employer without disclosing their violation. Before the Clearinghouse existed, a driver could fail a drug test with one carrier, never complete the SAP process, and be hired by another carrier who had no way of knowing about the violation.
Today, employers are required by federal law to query the Clearinghouse before hiring any CDL driver, and to query it annually for all current drivers. This means your violation record follows you — and the only way to clear it is to complete the DOT Return-to-Duty process with a qualified SAP like Dr. Derek Collins.
What Does the Clearinghouse Track?
Clearinghouse II: CDL Downgrades (Effective November 2024)
A critical update to the Clearinghouse took effect in November 2024. Under Clearinghouse II, State Driver Licensing Agencies (SDLAs) — including the Georgia Department of Driver Services (DDS) — are now required to:
- → Query the Clearinghouse before issuing, renewing, upgrading, or transferring a CDL
- → Review a driver's information when notified of a Clearinghouse status change
- → Downgrade (remove commercial driving privileges from) the CDL of any driver in 'prohibited' status
This means that if you have an unresolved DOT violation in the Clearinghouse, your CDL will be downgraded by the Georgia DDS — you will lose your commercial driving privileges entirely until you complete the SAP Return-to-Duty process.
How Do You Clear Your Clearinghouse Record?
