What Is the FMCSA Drug and Alcohol Clearinghouse?

The FMCSA Drug and Alcohol Clearinghouse is a secure online federal database maintained by the Federal Motor Carrier Safety Administration (FMCSA). It contains real-time records of drug and alcohol program violations committed by commercial driver's license (CDL) and commercial learner's permit (CLP) holders.

The Clearinghouse was established to prevent drivers who violate DOT drug and alcohol regulations from simply moving to a new employer without disclosing their violation. Before the Clearinghouse existed, a driver could fail a drug test with one carrier, never complete the SAP process, and be hired by another carrier who had no way of knowing about the violation.

Today, employers are required by federal law to query the Clearinghouse before hiring any CDL driver, and to query it annually for all current drivers. This means your violation record follows you — and the only way to clear it is to complete the DOT Return-to-Duty process with a qualified SAP like Dr. Derek Collins.

What Does the Clearinghouse Track?

Positive DOT drug test results
Positive DOT alcohol test results (0.04 BAC or higher)
Refusals to take a DOT drug or alcohol test
Adulterated or substituted specimen results

Clearinghouse II: CDL Downgrades (Effective November 2024)

A critical update to the Clearinghouse took effect in November 2024. Under Clearinghouse II, State Driver Licensing Agencies (SDLAs) — including the Georgia Department of Driver Services (DDS) — are now required to:

  • Query the Clearinghouse before issuing, renewing, upgrading, or transferring a CDL
  • Review a driver's information when notified of a Clearinghouse status change
  • Downgrade (remove commercial driving privileges from) the CDL of any driver in 'prohibited' status

This means that if you have an unresolved DOT violation in the Clearinghouse, your CDL will be downgraded by the Georgia DDS — you will lose your commercial driving privileges entirely until you complete the SAP Return-to-Duty process.

How Do You Clear Your Clearinghouse Record?

The only way to change your Clearinghouse status from "prohibited" to "not prohibited" is to complete the full DOT Return-to-Duty process. Dr. Derek Collins plays a direct role in updating your Clearinghouse record at multiple stages:

Step 1
Initial SAP Evaluation
Dr. Collins reports your initial evaluation to the Clearinghouse, confirming you have begun the RTD process.
Step 4
Follow-Up Evaluation & RTD Authorization
After you complete your recommended program, Dr. Collins reports your compliance and authorizes your RTD test in the Clearinghouse.
Step 5
Negative RTD Test
Your employer reports your negative RTD test result to the Clearinghouse, updating your status to 'not prohibited.'
Step 6
Follow-Up Testing Completion
Dr. Collins reports the completion of your follow-up testing plan, fully closing your Clearinghouse record.

Drivers Must Register with the Clearinghouse

As a CDL driver, you are required to register with the FMCSA Drug and Alcohol Clearinghouse at clearinghouse.fmcsa.dot.gov. Registration is free. You will need to register to view your own record, provide consent for employer queries, and designate your SAP.

How to Log Into the FMCSA Clearinghouse & Select Your SAP

A step-by-step guide for CDL drivers — one of the most common points of confusion in the RTD process.

Many CDL drivers struggle with the FMCSA Clearinghouse — either because they've never registered, can't remember their login, or don't know how to designate their SAP evaluator. AFirst-Time Users: How to Register with the Clearinghouse

Step 1
Go to the Clearinghouse website
Open your browser and go to clearinghouse.fmcsa.dot.gov. This is the official FMCSA website — make sure you are on the correct site before entering any information.
Step 2
Click "Register" on the homepage
On the Clearinghouse homepage, click the blue 'Register' button. You will be asked to select your role — choose 'Driver' from the options presented.
Step 3
Create a Login.gov account
The Clearinghouse uses Login.gov for secure authentication. You will be redirected to Login.gov to create an account. You will need a valid email address and a phone number for two-factor authentication (2FA). Follow the prompts to verify your email and set up your account.
Step 4
Complete your driver profile
Once your Login.gov account is created, you will be returned to the Clearinghouse to complete your driver registration. Enter your CDL number, state of issuance, and date of birth exactly as they appear on your license. Double-check everything — errors here can delay your process.
Step 5
Confirm your registration
You will receive a confirmation email from the Clearinghouse. Click the confirmation link to activate your account. You are now registered and can log in at any time.

Step 1
Visit the Clearinghouse
Go to clearinghouse.fmcsa.dot.gov and click the 'Log In' button in the top right corner of the page.
Step 2
Sign in with Login.gov
You will be redirected to Login.gov. Enter the email address and password you used when you registered. If you set up two-factor authentication (2FA), you will receive a code by text or authentication app — enter that code to complete your login.
Step 3
Forgot your password?
On the Login.gov page, click 'Forgot your password?' and enter your email. You will receive a reset link. If you no longer have access to your email, you may need to contact Login.gov support at login.gov/help.
Step 4
Access your driver dashboard
Once logged in, you will see your driver dashboard. Here you can view your violation record, check your Clearinghouse status (prohibited or not prohibited), manage employer consent requests, and designate your SAP evaluator.

CHow to Designate Dr. Derek Collins as Your SAP Evaluator

Important: You do not need to designate your SAP in the Clearinghouse before your evaluation. Dr. Collins will report your evaluation directly to the Clearinghouse as part of the process. However, some drivers want to confirm this step — here's how it works.

Step 1
Log in to your Clearinghouse account
Follow the login steps above to access your driver dashboard at clearinghouse.fmcsa.dot.gov.
Step 2
Navigate to "My Dashboard"
Once logged in, click on "My Dashboard" from the top navigation menu. This is your main control panel for all Clearinghouse activity.
Step 3
Find the "SAP" or "Substance Abuse Professional" section
On your dashboard, look for the section labeled "SAP" or "Substance Abuse Professional." This section shows your current SAP designation and any pending or completed SAP evaluations on your record.
Step 4
Confirm Dr. Collins appears on your record
After your initial evaluation with Dr. Collins, his name and credentials will appear in this section. His Clearinghouse credentials are listed under Derek Collins / The Diversion Center. If you do not see his name within 24–48 hours of your evaluation, call us at 404-503-8069.
Step 5
Grant employer consent (when required)
If a prospective employer requests to query your Clearinghouse record, you will receive a notification. You must log in and grant consent before the employer can view your record. Go to "Consent Requests" on your dashboard and approve the request. This is required for any employer to hire you as a CDL driver.
Step 6
Monitor your status
Check your Clearinghouse status regularly. Your status will change from "Prohibited" to "Not Prohibited" once you pass your Return-to-Duty test. This is the green light that allows you to return to safety-sensitive driving duties.
